Does is cost to use Wi-Fi?

Ok so basically here is my situation and my question:

I am currently an AT&T customer who wants an iPhone, but i share a plan with my mom. She doesn't want to spent $400 on an extra iphone for her just so we can both switch over to the iphone plan, nor does she want to pay for two different plans, so switching plans and getting an iphone in the normal fashion isnt really an option.

I am considering buying an iphone and hacking it so that i can use it without the plan, however i just have one question. I currently dont have any type of data plan at all, only talking and texts, so basically without being able to use internet the iphone would be useless. I know the iphone uses Wi-Fi, so my question is, if i am able to get a wireless signal at a wifi hotspot or something and i want to use the internet, does it still charge for data usage or is it free since im using wifi?

I have been using wifi with 2 other phones than the iPhone and wasn't charged once for that. You use an ISP service that someone else is providing for free so no way to charge you.
