iPhone Safari Old Version?
According to the author of the web based iPhone app 'Gas.App' current iPhone models are running an older version of Safari.

After picking through the website log files for his Safari based iPhone application the author noticed some entries captured from iPhone browsers detailing Safari 419.3 (the older version of Safari), viewing on a 320x396 pixel screen and does not have Flash support.

It is not known why the iPhone wasnt/isn't running Safari 3.0 Beta - it's more than likely just the case for the pre-release testers, and the final retail product will be fully up-to-date.

Yea im sure it's a mixture of early pre-release iphone's and Apple wanting to avoid possible security holes in beta products.
